I would have bid 1NT, not 2D, though 2D isn't terrible. Assuming 2D is weak, I don't see the point of 3C, with a 16 count, a pretty bad 6 card suit. a partner who has denied 10 hcp, and 2 opps who have bid contructively. You'll miss a few games by passing, but not many.

1♣-1♦-X-1NT
P/2♣-3♣-P-3NT
After 2♦, 3♣ works for me. If partner cannot bid 3NT, I'm not upset in the slightest with a 3♦ contract. Passing 2♦ is way too conservative for me.

"Gibberish in, gibberish out. A trial judge, three sets of lawyers, and now three appellate judges cannot agree on what this law means. And we ask police officers, prosecutors, defense lawyers, and citizens to enforce or abide by it? The legislature continues to write unreadable statutes. Gibberish should not be enforced as law."

Any thoughts? How would two of you bid this hand?

Assuming that West is the dealer in the displayed diagram --- on a very good day, perhaps ...
(_P_) _P_ (1 ♣) 1 ♦
(_X_) _P_ (2 ♣) _X_
(_P_) 3 ♣ (_P_) 3 ♦
(_P_) 3 ♥ (_P_) 4 ♥
(2 ♣) = guess at what opener would rebid after North passed.
