Should SouthGIB do something to explore slam? 4NT quantitative rather than 3NT? Something else?

It pulled a Cthulhu, deliberately underbidding when the human will declare.

Actually I think Cthulhu would bid NMF and then raise 2♥ to 6, figuring that it would be better for it to play the Moysian than allow the human to mess it up.
