I would pass 3♦ and I think it is obvious.

Once in awhile you will catch a perfect hand that makes 4♠ or 3N, but not often enough to justify a bid here.

Indeed. Only a C.C.Wei 3♦ preempt would justify bidding here. (CCW 3D = 7 cards, two top cards, 1 side stop. No less than this. EVA!)

WELL OK, if I were losing 20 imps with 3 boards to go, I guess I'd try 3NT LOL.
