Partner opens 1 (16+), do you transfer to hearts showing 8+?

Partner opens 1NT (15-17), you transfer and partner bids a dull 2, do you invite or pass?

Edited to add that you're playing teams and are white vs red. And your 1NT (in case you're playing precision) is 13-15. And the transfer is 2.

Also, he rates to not have a heart void when he leads the 3.

Besides playing for fun, most people also like to play bridge to win

1) Yes
2) Pass

But as always, the vulnerability etc would be nice to know.
That's impossible. No one can give more than one hundred percent. By definition that is the most anyone can give.

Do you mean 1-2 or 1-1? Anyway I will just force to game... It would be nice to know the vulnerability but in practice yes I would just force to game.
... and I can prove it with my usual, flawless logic.

It has 8HCP and it's worth approximately 8HCP (many quacks but JTx and QJ is nice and the T might come in handy). So after a strong 1 opening I'll show 8+, after a 1NT opening I'll transfer and pass if partner doesn't superaccept.

1) Yes, because partner has 16+ and could be unbalanced
2) pass, because partner will often have 15 and has a balanced hand
