It depends on your systems, but I'd have opened all 4 with 1♥, 2♦, 1nt(10-12), and something (1♥, or 1♣, or 1nt, or precision 2♦) respectively

S: GIB wouldn't open it, either. It's only 11 total points, because it doesn't count short-suit points for suits with honors. And simulations estimate 88% probability that it will get another chance to bid, so it doesn't bother simulating opening.
W: GIB requires a strong rebiddable suit to open 2♦, and that suit is only twice rebiddable. It estimates 98% probability that it will get another chance.
N: Only 11 total points, GIB requires 12 to open.
E: GIB requires at least 12 HCP to open a 4-card minor. Maybe we should teach it the rule of 15. Unfortunately, I don't think there's any easy way in GIB's bidding rule language to add points and suit lengths, so this could be tricky (the same goes for the rules of 20 and 22)

GIB requires 8HCP in his suit in order to open 2♦? Seems awfully strict. Besides, I'd open 3♦ with West.

GIB's suit quality requirements for minor preempts is stronger than for majors. I guess because they're not as preemptive, so they should be more constructive.
You ever hear a player say "It wasn't strong enough for 1, but too strong for a weak 2"? That's the story of South's hand in the OP. GIB's weak 2 is 6-10 HCP, while 1-level requires 12 total points. That hand is 11 HCP and 11 TP. This is a stylistic issue -- some players don't think there's such a thing as an in-between hand, others agree with GIB. The hand in the second post has only 10 HCP, so it's a weak 2.
BTW, I notice you didn't mention bidding weak 2 in the pass-out seat. That's something we really need to fix.

Correct, the CC is wrong.
