Would 3♠ (instead of 2♠) have been a splinter? Is North not strong enough for that?

2♠ and 3♠ mean the same thing. Looks like to keep it simple, the author of the rule didn't distinguish between jumps and non-jumps; it just says cue on the 2 or 3 level, so it handles both (1♠) 2♣ (P) 2♠ and (1♠) 2♣ (2♠) 3♠ with the same rule.
It's not doing any simulations over the 5♣ bid, but I'm not sure why, because the book bid doesn't disable simulations. I'll check on this.

However, I can think of hands for South that don't make 6♣. Wasted values in spades, 2+ small hearts (so no ruffing finesse possible, and normal finesse probably losing), ♦Jx(x) or worse, on a diamond lead. You'll lose a trick in both red suits.
