I say partner made the right decision with the info you gave him, where 6421 is the most likelly shape.

It looks like Han was trying to show a 6-4 hand with extras above gf rather than a minimum 6-4 gf hand since pard denies 4 hearts here.

Over 2D, partner's first priority if to bid 2H with 4. For the rest our style is to bid naturally with a strong preference for the cheapest calls. So 3C showed a good club suit, I could expect AKxxx. This was good news. On the other hand, he would open 1NT with many balanced 14-counts holding AKxxx, and would open many 11's. The hand also became difficult in terms of strain: if partner had a small singleton spade then 6C seemed likely better than 6S.

w/o knowing your entire system its difficult to speculate
but why not use 4c/d as voidwood vs splinter? You can usually
pattern out with your system with a bit of lying by bidding
4c/d raise over 3n to show your short dia and slam interest?

As it turns out p will show 3 keys and you will have no trouble
bidding 6s and p better bid 7c with the spade K and you can
safely bid 7n.

As an aside--when was the last time you happily used a PJSR??
7n is easy to reach after 1c 2s strong jump shift (max 1 loser)
in spades.
