After a couple of passes your partner opens 1 Major, righty pre-empts. Something like

Would a call of 3 or 3 show a fit suggesting a limit raise? and 3 just a competative call?
If not then please suggest what it might show.

With no discussion I would assume natural.

One (simple) option would be for 3, and to be natural with values and double followed by 3 to be merely competitive. If you do not like this then I would suggest losing a competitive bid is the least of evils when the opponents preempt. You could, of course, also choose to play transfers here - then 3 would be a good raise and 3 a competitive one. Obviously you need to have discussed this sort of thing in advance.
