It's pretty standard to play 3d as forcing. When playing 4xf like GIB does it's normally some slammish 4M5+D hand, looking for choice between 3nt/5d/6d.

For GIB it's 5+♦ and 13+TP, supposedly having 4th major due the Stayman.
