I don't think GIB should be bidding 3♦ here on anything less than 6♦ and 14+ HCP (the same goes for 3♣), since a large majority of the time I will be lucky to have 2. I also wonder what 2NT would mean over 2♦ and how well that bid works out.

Agreed.
Gib plays that 2NT over 2D asks for the longer minor, so would not be a success here.
