I would say no. Pass seems to be an LA. South's BIT indicates that he was thinking of acting (doubling, bidding 3
♠, bidding a new suit). The double leaves all options open, no matter what action South was thinking about, and is, therefore, of all possible LAs the most suggested by the UI.
