After 3, I can't rebid 3, 3 says 6+,22-24TPs, so no way to rebid correctly on Gib CC.

Yes there is. Your 2 bid was a mistake - you should bid 2nt instead. Since you didn't bid 2nt, you must have an unbalanced hand, thus the reason 3 shows 6 hearts and thus the reason GIB thought 3nt wasn't a sensible final contract.

2nt is a better rebid than 2, but there are still huge flaws in GIB's subsequent bidding definitions that ought to be addressed, in case South had a more typical 2623/2722 sort of construction for 2H followed by 3nt.

- IMO 2Q + 1J is too strong for a cheaper minor 2nd negative, max should be maybe like 1Q + 1J. K or 2Q enough to bid like 2nt.
- 3nt by opener shouldn't be 25-32hcp after the second negative. You don't need that much to make game! Surely a hand like Ax AKQxxxx Kx Ax or similar bids this way. Range should be more like 19-24 hcp, that way it doesn't feel compelled to try for slam with 4c. And 5-7 hearts?

- in general 4nt after bidding 3nt to play if partner suggests a minor still ought to be still to play, not blackwood IMO

Blackwood is ridiculous. North did a double negative. I'll give you three guesses how many KC's it has.

Agree that 2NT better than 2H, and that N may be too strong for a double negative. But neither is seriously off the mark. The same cannot be said of GIB's failure to pass 3NT.
