Do you have the bidding right? North did not jump to 4♥ since the the last bid was 3♠.

The bidding is correct. I shouldn't have said jumped. The issue is why didn't the bot bid 4 diamonds when I showed diamonds and 21-22? Four hearts is insane.

What did your 3♠ bid show? Gib plays many cuebids as showing support, even when it arguably isn't the most common expert meaning of the bid. It is possible that Gib thought you had 4-card support.

For why GIB doesn't bid 4♦ - while 3♠ does promise 21-22 points (with no mention of hearts), the description still only promises 3 diamonds. That of course is impossible (would have opened 2NT or 2♣), but sadly there are a number of situations where GIB can't figure out in retrospect that you must have opened a long minor. Its 4♦ bid therefore promises 5 diamonds - 2 more than it has, which I guess it considers equally bad / worse than promising 2 extra hearts.
3♦ instead of 3♠ shows 6+♦, 3-♥, 17-20 points, which might have been a bit safer.

The meanings of bids often don't cover all possible hands in the situation.
There are more hand type than possible bids in many situations.
Gib just isn't very good at making judgements with no clear bid.

Why 3 diamonds would show 17-20 points in a competitive auction is beyond me (x,AK, KQJxxxx, xxx must pass?).
And the whole point of posting this is that the 4 heart bid is described as rebiddable hearts in an auction where I have shown 21-22 points and diamonds according to GIB.
