This is not the same as it would be had we made a response. If partner wanted to create a force, he has to bid 3C. He could also double, which would be forcing unless we Goyas a very unexpected club holding.
As it is, he ought, as Douglas says, to have a 5=6 hand (or wilder), and good values, since the takeout doubler will usually hold spade length and the 2C bidder may have heart length. But its not forcing.
