Uncontested, undiscussed.
1H 1nt
2c 2s!
3nt 4s??

2s showed better club raise than 3c, aka impossible spade. So what the hell is 4s? 4d would have been kickback.

I guess it would have to be something like a spade void and 7+ clubs.

Shortness and 6+ clubs

Maybe x Ax Qxxx AJxxxx

Possibly even a void

Void Kx Axxx Kxxxxxx

Definitely a try for 6C

How should this be different from say jump to 3s over 2c, or jump to 4s? Or jump to 3s followed by 4s?

That’s the sort of discussion one has with partner after the session. Whatever you think, at the table, the difference should be, the odds are high that he thinks something else.

I’m not much help here since in my partnerships we have other uses for 2S, showing clubs in other ways.

Partner is hedging bets after 2 to see what you you will bid next? I guess these auctions where 'impossible 2 bid' are used are not discussed at length as mikeh said. Could 2 be a 3 card suit here? I have not seen any structure myself (although there must be some out there) to what a number of bids after the 'impossible 2 bid is used? And what is definition of 3 after 2: better raise than 3 but how much better, and whether it is limited or distributional?

Also, after 1 - 1NT - 2 - 2 what do all the other bids such as 2NT, 3, 3, 3, 3, 3NT show? I am guessing myself.

As for 4 in the actual auction, there is only one way to interpret that: a slam try. Maybe he wants you to now bid 4NT as RKCB for and have the option of leaving a 5 response to play if you feel slam is not there. But then I am guessing again...

"Oh, *****, I forgot 2 is artificial!" (and also, apparently, that we bid 1!S not 1NT if we have spades).

Or maybe 4 is Voidwood.

Whatever partner intended, if she expects me to guess right, she's dreaming.

Stephen Tu asks about this puzzling auction
On the face of ir, 3N might show values.
And 4!S is still likely to be exclusion
