In the case of bridge, "extraneous" refers to information from partner not directly derived from partner's calls and plays, or from a few other sources designated as "authorized" in Law 16A

Law 16B goes on to say, in effect, that one cannot use this unauthorized information in choosing one's own calls and plays. Note that the suggestion must be "demonstrable". If the director is going to rule that a player violated Law 16B1, he has to be able show what the UI was (not "he asked a question", but "he asked this question, and it pretty obviously suggests... because…") and how it may have influenced the alleged offender's call or play. Obscure ("not clearly expressed or easily understood") arguments won't cut it.
