Actually, 2 shows a weak hand. If playing weak jump shifts, 2 insecond round shows a hand too strong for a jump shift, but for most pairs, 2 in second round is a minimum response, something like 5-9 points.

Right. That's what I thought originally then confused myself. I stopped playing bridge a while ago and apparently am forgetting even the simplest things.
