what would be the situation where you might NOT bid 3C, when partner has bid 2NT......eg. 1NT -(2d) - 2NT - (No) - ?

In this case I would never not bid 3, other circumstances like 2-x-P-2N-P I would not bid 3 if I had a really big hand.

Yeah, when I forgot I was playing a weak NT and have a good 17, or when "I realized after I bid that my clubs are also spades" :-).

There are those who bid 2NT as "better minor lebensohl"; if you do, bid your better minor.

But otherwise, 1NT is the canonical "partner's captain" call.

I always wonder when I should use lebensohl full stop - I think I used it for almost the first time ever recently (as the lebensohler, not lebensolee) and missed a nice 3NT game

If you break the xfer to clubs, you need to be prepared to play 4C, if responders
plan was to pass your 3C response.
From this followes you would need good clubs 4+ cards, and a max. NT opener will
also be helpful.
With kind regards
