This is, of course, a matter of agreement. I've been reviewing Larry Cohen's basic bidding guide ("Larry Teaches Modern Bidding") and just happened to be reading about overcalls this morning.
He suggests that a new suit at the one level is not forcing. (We used to play that as "Not Forcing But Constructive".) A non-jump new suit at the two level is also NF, but a jump in a new suit should be forcing.
A change of suit at the one level, e.g., (1♣) - 1♥ - (P) - 1♠, would show 5+ cards (spades in this example) and about 9-14 HCP?
A change of suit at the two level, e.g., (1♣) - 1♥ - (P) - 2♦, would be basically the same as a new suit at the one level, perhaps a little stronger especially if vulnerable.
A jump in a new suit to the two level, e.g., (1♣) - 1♥ - (P) - 2♠, would also show 5+ cards but be stronger, I think GF strength?
I'm using question marks because he doesn't give point ranges, so I'm inferring from the examples he gives. I think any of these bids would also show at most 2-card support for the overcaller's suit.
(Again, this is just based on LC's beginner bidding guide. If you're asking what the more advanced players here actually do and why, then I defer to them. )
