4SX is penalty in gibbo 2/1; that seems a better choice than pass. How about you?

I reviewed my books on bridge bidding. William Root in his book, Commonsense Bidding, states that doubles of 4H and 4S are controversial. That is that experts do not agree whether they should be for takeout, penalty, or optional. Mike Lawrence seems to back making the double of 4H for takeout and the double of 4S for penalty. I have heard other treatments as well.
The books I have, give some good guidance on what types of hands meet the criteria and what types of hands do not meet the criteria for the double of these bids. Admittedly, some experts are not going to agree on the author's criteria.
I believe the programmers need to agree on some criteria and program the robots to follow that criteria. The programming notes should then state what specific criteria the robots are using and ensure that the robots are following the criteria.
The programming and the notes can always be changed at a later date if problems should arise. But to have no criteria and no notes is unacceptable.
