In my regular partnership the answer is No.

Having said that:

Given the suit quality you could make an exception, the suit quality means, you are less
likely to get doubled for penalty. -2X is already beating their green game, -1X is beating
all their part scores, but it will be hard for them to do / achieve this.
If your partner bids 3NT holding the King of clubs your hand will provide 6 tricks,
which is ok, similar if he bids 3NT with xxx, he has a good chance of establishing
the suit, still netting 5 tricks.

Anyway I would pass, I value consistency and sticking to agreement higher than 1 good result,
which may not even materialize.

The hand is very strong for 3♣, but I don't think you have any great alternative. I think the profits from applying pressure far outweigh the risks of partner playing you for a much weaker hand. I would definitely open.

DavidKok believes in high Pressure Bidding, I also believe in the effectivity of pressure bidding, but tone it down Red vs. Green.
Toning it down is less volatile.
