Help Suit Game Try Counter Help Agreement

I have play Help Suit Game Try with my regular partners. However, We have some problems in the agreement on whether we should start the counter help. We have 2 different agreements as follows:

(1) When we have no help on partner's help suit (say 1-2-2) but maximum hand (say xxx Kxx AQxx xxx) , we would use counter help (say 3 in this example); or
(2) When we have help on partner's help suit but not good enough to bid game (same sequence and you hold KTx Jxx Kx T98xx).

Any opinion on which one is surperior and why?

(3) I am not sure whether to bid game and have losers in this suit.

No need to make it more complicated than this

As Zelandakh, partner may have chosen this help suit just so you will have a counter help-bid.
Whether to show losers here (my preference) or quacks/help here is your decision.

Generally respond to help based on loser count in the target suit. With 1 we go, with 3 we sign off.
With 2 we can choose to counter help showing concentrated values 2T3 usually...to invite partner to help make a close decision. Of course, the counter has to be lower than 3M, otherwise we've forced game and told the opponents too much...
