Swiss pairs, MPs converted to VPs.

The double of 5S was slow. Both 5S and 5H make, 6H is one off. Do you adjust?

The consensus of opinion was here: http://www.bridgebas...-hand-good-fit/, where most were bidding 6H, but this was without the break in tempo.

Well, if your poll established that there is no LA to 6H (looks like it), then result stands.

Even if Pass is an LA, does the hesitation demonstrably suggest anything specific?

Yes, it converts a penalty double into an action double. But it does look as though 6H is automatic.
I prefer to give the lawmakers credit for stating things for a reason - barmar
