Non-vulnerable, I would choose three diamonds. Vulnerable I think two diamonds will be enough.

You are quite right. When the OP suggested that two diamonds was a preempt, I assumed that RHO opened one club and did not even look at the hand.
Non-vulnerable I will bid 3♦ and will be on the fence vulnerable. On balance I think I will join FelicityR in passing, I would probably bid if I had a singleton.

Hi Maris. As the others pointed out, 2D here is not a preemptive bid as there is no jump. It is a « simple » overcall. Most players play that this overcall at the 2-level is rather constructive. Something like a 6-cd suit and 10 HCPs or more. Especially vulnerable.
3D would be here the weak preempt, after a 1M opening. Requires a good 7-cd suit and almost nothing elsewhere. NV, it would be hard to resist the temptation with the given hand. Vulnerable it is a bit more dangerous especially with the « flat » distribution. But with 64 minors I would not criticize the bid, though, and would probably do it too.
