IMO P =10 3N=7 X = 4
If partner is short in clubs, He has few HCP; so pass seems circumspect.
if its your hand and partner has values, then he also has club length. Hence, if you decide to bid, you should try to avoid a club ruff, by bidding 3N.

With a pickup partner, who would overcall a preempt with any possible hand, this is a clear pass.
