We should always assume 2/1 unless otherwise stated, because:

If partner 1NTs: 2♣, if partner 2♣: 2♠ (or even 2♦ if I feel creative) and if partner 2♦: 2NT (or 2♠ if I don't feel like playing 3NT).

And obviously if you open 1♠ you will rebid 2♣ over 1NT and hope it works out, which it may or may not. Do we really need to go through this?
