2. teams, vul...our fourth seat 2M shows 9-12 so opening and rebidding a major shows 13-15 (we play strong club)

Reversing to 2S systemically promises a 5/6, so while it would be nice to show spades, it is out. Is the onus on me to jump rebid hearts or does 2H do enough?

The decision on 1 seems to be completely down to the preemption style of the partnership. If this is a 2nd seat vulnerable preempt for you then do it, if not then pass. Hand 2 must come dangerously close to a 1 opening for you since you have often said that you upgrade 15s quite aggressively. If you open only 1 and showing spades is out then it is hard to see how much more you could have for a 3 rebid over 1NT. As Responder I would pass a 2 rebid with the given hand.

I think the KT9-7th [not 7222] is as good as a 6 point 6 card preempt, so I think 2 on the first is fine.

I agree that the judgement call most to blame is not opening the hand 1. I think P-1-1NT-2-P is fine, but I think a 1 opening is probably better.
