The decision on 1 seems to be completely down to the preemption style of the partnership. If this is a 2nd seat vulnerable preempt for you then do it, if not then pass. Hand 2 must come dangerously close to a 1♣ opening for you since you have often said that you upgrade 15s quite aggressively. If you open only 1♥ and showing spades is out then it is hard to see how much more you could have for a 3♥ rebid over 1NT. As Responder I would pass a 2♥ rebid with the given hand.

I think the KT9-7th [not 7222] is as good as a 6 point 6 card preempt, so I think 2♥ on the first is fine.
I agree that the judgement call most to blame is not opening the hand 1♣. I think P-1♥-1NT-2♥-P is fine, but I think a 1♣ opening is probably better.
