you start with introducing your suit, I guess this is 1D,
than you await further development.
Discovering a 6-4 heart fit would be great, Transfer Walsh
will make it clear, if you have with partners response to 1D.
Maybe partner tells you he is bal, he will tell you.

On the hand in question, with T-Walsh I would bid 1♦ and await developments. Using T-Walsh does not stop you using 4SF if you need to. I want partner to describe his hand and go from there.

But in my main partnership this is what we play and it seems to work well, based on about a thousand deals or more, including a world championship event (our indifferent showing wasn’t due to any issues with this treatment) and two regionals where, in 8 events….all teams…we had four wins, three seconds and a third.
We do have a lot of agreements in constructive auctions, including sometimes finding the 5 card suit. In the meantime, the transfers win lots of imps and the unbalanced diamond opening can be very helpful as well
On the OP, the initial 1D seems obvious to me, but that’s just the start of the journey
Edit…just saw opener’s rebid. 2D for now

No to 5♦
4243 weak would complete the transfer and wait for responder to show ♠ via 1NT, relay to 1NT or Pass

Fourth suit forcing? Hardly. I would suggest either Weak Transfers or an XYZ 2D GF.
